Since it’s biodegradable, you can wash soap down storm drains. However, you’ll want to use treated water to avoid forming calcium carbonate solid residue on the surface.

Detergent, on the other hand, is man-made from chemicals, so it’s not safe to discard of just anywhere, but it is formulated to be more effective on surfaces like wood and concrete without leaving residue.
